Our paper towel distributor has a stopping system : by lifting the head, you free the paper roll tension.  When you are ready to pull, you simply have to replace the head.  The paper roll will stay still!

     You can use it outside, on your patio.  The tail of the paper towel holer will keep it from unwinding in the wind.
